There is a saying in Japanese: three cold days, four warm days.
As warm days after cold days, and again warm days, again cold days,
the weather gradually gets warmer and the seasons change.
As the weather gets warmer after the beginning of spring, Japanese people get excited about cherry blossoms.
Since Japanese clothing is seasonal, people often wear patterns that are appropriate for the season, but cherry blossom patterns are acceptable to wear (and tie with an obi) all year round because they are the national flower of Japan.
I also have an obi with a single cherry blossom pattern, and I often wear it during this season when I wait for the cherry blossoms to bloom.
As an expression of impatience.
